NORTHERN NEW YORK SKATING ASSOCIATION BY-LAWS
Article I
This Association shall be composed of amateur speedskating clubs or
individuals interested in skating and affiliated with US
Speedskating. This association will follow the constitution and
by-laws of US Speedskating.
Article II
Membership
Section 1. All persons competing in any event sanctioned by US
Speedskating within NNYSA territory must be a member of US
Speedskating. NNYSA shall follow all registration eligibility and
residence requirements of US Speedskating. All members of NNYSA
clubs must belong to NNYSA.
Section 2. All competitors must possess credentials for identification to show their registration.
Section 3. See Article XIV-Fees attached to NNYSA entries shall be
25cents to the ASU scholarship fund and $3.00 per entry to go to NNYSA.
Section 4. Individual sustaining memberships (non-skaters) shall be an annual membership from Sept 1 until Aug 30.
Section 5. New clubs will be accepted for membership at the semi-aimual meetings.
Section 6. Any member club or individual violating the by-laws of NNYSA may be suspended or expelled by a 2/3 vote of the Board.
Article III
Code of Conduct
Code of Conduct of US Speedskating will be in effect at all NNYSA competitions.
Article IV
Voting, Meetings and Notices
Section 1. Meetings will be held in the spring (annual) and fall
(semi-annual) and at the discretion of the officers. Notice of
time and place will be sent to each club and unattached members.
Special meetings may be requested by a club for a specific reason.
Section 2. Each club will select one delegate that shall have one vote. Unattached shall have one vote collectively.
Section 3. All delegates must be in good standing and a member of NNYSA.
Section 4. A majority of the clubs shall constitute a quorum.
Section 5. No action shall be taken at any meetings except by the affirmative vote of a majority of those present.
Section 6. The presiding officer shall cast no vote except in the case of a tie.
Section 7. No proxies shall be voted at any meetings.
Article V
Government
Section 1. The government shall consist of one delegate from each club,
one representative of the unattached members, and the officers.
Section 2. The President shall be chairman and in the absence of the President, the Vice presidents in order.
Section 3. The President will appoint chairmen of all standing Conunittees and the Secretary-Treasurer.
Article VI
Officers
Section 1. Elected officers of NNYSA shall be President, 1st, 2nd, and
3rd Vice Presidents all of whom shall be members of NNYSA.
Section 2. The Nominating committee will consist of one delegate from
each club and one representing unattached members. Nominations
may be made from the floor without the members consent.
Section 3. The officers shall be elected by ballot by a majority vote
of the qualified voters at the annual meeting. If there is but
one candidate for an officer , the vote may be by voice on the motion
from the floor. Ile officers so selected shall serve for a term
of two years or until their successors are duly elected and qualified,
but no elected officer shall hold the same ofirice for more than four
years in succession.
Section 4. The President shall appoint a Secretary-Treasurer for a term
of office of 2 years or until a successor has been appointed.
Section 5. All past presidents shall automatically become Honorary Presidents during their lives.
Section 6. In the event of a vacancy in the office of President, or a
vice-President, the Vice Presidents in their order shall automatically
fill the vacancy with all the powers and duties pertaining to the
office. In the event of a vacancy in the office of
Secretary-Treasurer, the President shall immediately appoint his
successor.
Section 7. Officers may be elected and members of committees appointed without being present at the Annual meeting.
Article VII
Dues
Section 1. The annual dues of each club shall be $50 payable on or
before the annual meeting. The annual dues of each sustaining
member shall be $5.
Section 2. If the dues of any club are not paid, the voting power of
said club shall be revoked until the dues are paid. The voting
power will be reinstated upon payment of dues.
Section 3. The receipts from dues and from all other sources shall be used in paying the expenses of the Association.
Article VIII
Duties of Officers
Section 1. The President shall preside at all meetings and exercise the usual functions of the presiding officer.
Section 2. The Vice-Presidents in their order shall have all the powers
and perform all the duties of the President in the absence of the
President and shall have all the powers of the President.
Section 3. The Secretary-Treasurer shall keep a record of the minutes
of all meetings, send out all notices of meetings, conduct all
correspondence, keep accounts and records, receive all money and pay
all bills and shall make an itemized statement of the financial
condition of the Association. The Secretary- Treasurer shall be
allowed $500.00 for performing these duties.
Article IX
Committees
Section 1. The President shall at the annual meeting appoint the
Chairmen of the standing committees: Racing, Finance, Nominating,
Safety, and Skater Representatives.
Section 2. The President may also appoint other committees as necessary.
Article X
Sanctions
Section 1. Sanction fees will be $20 per day.
Section 2. Entry blanks will comply with US Speedskating requirements as to form and waiver.
Article XI
Amendments
These by-laws may be altered or amended at any Annual meeting or
semi-annual meeting at which a quorum is present. Proposed
alteration or amendment must be sent to all clubs or unattached members
ten days prior to the date of the meeting.
